Plan has been working in Cox Bazar to respond to the Rohingya refugee influx since 24 September 2017 implementing the following key objectives: 1. Ensure girls and boys affected by the crisis are protected from violence, abuse, neglect and exploitation through appropriate prevention and response interventions in line with minimum standards. 2. Reduce the transmission of disease from faces to mouth through the promotion of good hygiene practice and the reduction of health risks related to poor sanitation 3. Restore and increase access to safe quality and inclusive educational opportunities for refugee children and adolescents (girls and boys) affected by the Rohingya crisis.

The Specialist – Procurement has a line report in the capacity of Procurement Officer. They will work closely with program, Admin and Finance team to support on going the Rohingya response, on set emergency as well as long term development programme in the geo locations.
- The incumbent needs to support to the projects and managers to prepare project wise procurement plan to ensure smooth supply chain management;
- The incumbent needs to perform procurement activities from Cox’s Bazar project office and will ensure extended support to Ukhiya and Teknaf field offices following the Operation Manual for smooth projects/programmes implementation;
- The incumbent needs to procure materials and services in coordination with the program teams (i.e hiring consultants, engineers and audit farms, interpreters as per needs apart from the goods/materials procurement)
- Assist program team to identify the right items to procure and orientation to staff on procurement policy and procedure;
- Manage and update vendor database, procurement tracker, waver tracker, tender register, LTAs tracker etc.;
- The incumbent needs to manage suppliers/vendors evaluation and performance review enabling quality and potential suppliers/vendors list;
- The incumbent may engage sometimes under the guidance of Operations Manager to ay represent Plan Int. into the procurement and supply chain related issues to the relevant forums, sector or networks during emergency situation.
Master’s Degree, preferably in Management or MBA with 4 years’ experience in similar role preferably in an INGO. Excellent knowledge and understanding on the INGO operating context in Bangladesh, relevant govt. policies related to Logistics and Procurement. Proven knowledge of computerized systems and demonstrable experience of working with computerized logistics packages and spreadsheets. Good understanding of working with donor requirements (GAC, USAID, ECHO, EU, DFID etc.) on L&P issues. Good understanding and technical skills in supply chain with experience in developing supply chains across multiple sites for development and emergency Programme’s. Ability to influence senior managers in partners and peers over issues related to L&P with ability to articulate technical issue in simple ways to non-technical audiences.
Ability to develop close working relationships with internal and external stakeholders. Proven analytical skills in isolating priorities and tackling them, ability to analyses data, qualitative indicators and reported issues to determine key risks, adverse trends and take appropriate corrective measures. Respect client’s needs and satisfactions, being solution focused; knowledge and understanding of customer satisfaction of services from the department, ability to review processes towards improvement. Demonstrates knowledge about gender and development, and demonstrated understanding on development and emergency programs implementation. Excellent Bengali and English oral and written communication skills, including reporting writing. Ability and skills to managing staff at work and their training & development; strive high performance and driving performance forward in areas for which they are responsible. Ability to facilitate negotiations with different service providers, consultants and partner organizations in the event of arising conflict and solicit resolution through a win-win situation protecting Plan’s interests and image. Willingness to work for and on behalf of the organization at the time of disaster within Plan working area or outside.

Selected candidate will get initially one-year contract for this position and highly possibility for extension base on his/her performance.
